WASHINGTON (ASN NEWS USA)— President Donald Trump is set to begin sending $500 checks to nearly one million Americans on Wednesday, September 30, in what the administration describes as refunds for overcharges through the Affordable Care Act’s federal exchange.

The Treasury Department checks, along with letters signed by Trump, will go out to more than 950,000 Americans across 30 states, according to an administration official.

In the letter, a copy of which was obtained by USA Today, Trump writes: “For years, the Biden administration overcharged you to fund the operation of HealthCare.gov. That money belongs to hard-working Americans, not the Government, and now I’m returning it to you!”

The White House says the Biden administration collected user fees from health insurance companies — costs consumers paid through higher premiums — that exceeded what was needed to run the exchange, and sat on the surplus.

The checks arrive five weeks before the November midterm election, as affordability concerns weigh heavily on voters. The administration has also vowed a separate $5,000 dividend to all Americans if Republicans retain control of Congress after November. Separately, the enhanced ACA subsidies expired at the end of 2025 after Republicans refused to extend them, making insurance more expensive for millions of consumers.
